The HUB and Small Business Program is pleased to announce the introduction of the new HUB Vendor Locator. The new HUB Vendor Locator allows you to search for a HUB vendor by category or with a keyword search by the vendor name or product/service. This database will be updated on a regular basis to ensure the information is always current and accurate. Please note in order to perform a keyword search the ¡°Submit¡± button needs to be pressed. Pressing the ¡°Enter¡± key after entering a keyword will not perform a search.

Program Overview

The Historically Underutilized Business (HUB) Program on the University of Texas Health Science Center at Houston was established to identify Historically Underutilized Businesses and encourage them to participate in the competitive bid process with the objective of increasing the number of contracts awarded to HUB vendors.The information on this web site has been prepared to familiarize one with The University of Texas Health Science Center at Houston's HUB Program. Objectives

The University of Texas Health Science Center at Houston - Historically Underutilized Business (HUB) Program objectives are:

  • To identify, educate and assist HUB participation in The University of Texas Health Science Center at Houston procurements.

    To provide equal opportunity for all businesses.

    To increase the number and value of contracts and purchases awarded to minority and woman-owned businesses.

  • To support economic growth and new business opportunities in the Houston area.

Eligibility

  • At least 51% ownership, including active participation and control by an Asian Pacific American, African American, Hispanic American, Native American or American Woman

  • Eligible Applicant must be a U.S. Citizen

    Principal place of business must be located in the State of Texas

  • Applicant must be actively participating in the day to day operations of the business at a level to commensurate to ownership.*

* Absentee or titular ownership (owners who do not actively control the business) by the eligible owner(s) is not consistent with HUB eligibility standards.HUB CERTIFICATION IS FREE OF CHARGE AND CAN BE RENEWED EVERY 4 YEARS

Bidders List, Application and Certification Process

To participate in The University of Texas Health Science Center at Houston's HUB program one must complete and submit a HUB certification application to the Texas Procurement and Support Services(TPASS).
Applications may be obtained by contacting TPASS¡¯s HUB website: http://www.window.state.tx.us/procurement/prog/hub/hub-certification/.

In order to receive bids from State of Texas agencies, one must register for the Centralized Master Bidders¡¯ List.The Centralized Master Bidders List (CMBL) is a mailing list for vendors to receive bids based on the products or services which can be provided to the State of Texas. Manufactures, suppliers and other vendor wishing to furnish materials, equipment, supplies and services to the state should apply to be on the Centralized Master Bidders List to receive bidding opportunities. Registration for the Centralized Master Bidders¡¯ List is an effective tool for businesses to use to market their products and services to state agencies and institutions of higher education.

One may register online or print an application and submit it with a $70.00 registration fee.

Your business will be listed in the TPASS HUB Business Directory and will be distributed to more than 650 state agency purchasers throughout Texas, including The University of Texas System components.The directory is also distributed to private industry purchasers to increase opportunities for minority and women-owned businesses.

Purchasing Process

The University of Texas Health Science Center at Houston will increase the participation of historically underutilized businesses in the purchasing process. This will be done by selecting bids or proposals submitted by those businesses whenever their bids or proposals are comparable to all other bids or proposals received by The University of Texas Health Science Center at Houston and whenever such a selection will not conflict with state or federal law.To assist participation by minority and women owned businesses, The University of Texas Health Science Center at Houston Purchasing Dept. will:

  • Make reasonable efforts to familiarize HUB businesses with the process of ¡°doing business with The University of Texas Health Science Center at Houston.

  • Divide proposed procurements into reasonable lots in keeping with industry standards and competitive bid requirements.

    Assess bond and insurance requirements and the designing of such requirements to reasonably permit more than one business to perform the work.

  • Ensure that specifications, terms and conditions for proposed procurements reflect The University of Texas Health Science Center at Houston¡¯s actual requirements, are clearly stated, and do not impose any unreasonable or unnecessary requirements.

HUB Subcontracting Program

The 76th Legislation strengthened the HUB subcontracting requirements imposed upon state agencies, which flow down to vendors. The University of Texas Health Science Center at Houston purchasing professionals determine the probability for HUB subcontracting opportunities and identify their contracts that must include a HUB Subcontracting Plan for all orders deemed as such and has expected value of $100,00 or more. Once a solicitation has been reviewed and determined to have subcontracting potential, vendors, both HUB and non-HUBS¡¯s, must submit a valid HUB Plan with their bid, proposal, offer or an expression of interest, to be considered responsive. If the HUB Subcontracting Plan is not completed, the bid is considered non-responsive. At that time, the process ends for that vendor.Details regarding the submission are listed within the first few pages of the HUB Plan. After the award of the contract, The University of Texas Health Science Center at Houston¡¯s buyer for the contract and the HUB Coordinator ensure compliance.
